Add ability to abandon environments

There are cases when the process of removing or deploying environment may hang. Then a user has to clean the database in order to get rid of the list of failed environments.
It is necessary to add the ability to clean failed environments in one-click without manually cleaning of the database, but warn the user that all resources used by these environments must be anyway released.
