Fix Horizon database storage in DevStack

DevStack with installed Murano stores Horizon database in /tmp/murano which is being bleared after reboot. This cause problem with Horizon after system reboot and ./rejoin-stack. Horizon complains that it has no "django_sessions" table in database.
I propose to change db storage place in Horizon config.
