Ability to associate application/component with OpenStack region

There should be a way to create multi-region environments. In such environments different applications may be deployed to different OpenStack regions. Another use case is when a single application has several components in different regions.
So there should be an ability to associate application or component with particular region. Probably this will require support from the application. Also this implies that there will be more than one Heat stack per environment and applications/components need to be associated with the stack and not just region
