Need to change the Floating IP field for all Server Farms

we can see the following code for UI:

        - name: loadBalancerIp
          type: clusterip
          label: Load Balancer VIP
          description: Specify IP number where Load Balancer will be running
          helpText: Enter an free IP address from the subnet where instances will be created

and it means that user should set IP address in the network with internal IP addresses of instances in this environment.

Need to change the following:
1. Create new field for LoadBalancer Floating IP with the ability to select the real floating address from the pool of floating addresses (like on Instance create form - with drop down list of available addresses and '+' button).
2. Change the description for this fieal in UI definitions.
