Update delete application implementation

Application should be deletable from Application Catalog. Only Admin or owner (publisher) can delete an application.
If Application is already deployed then there are options for behaviour:
- Allow deletion
- Allow but keep shadow copy and notify users in Murano UI
- Don’t allow deletion
- Delete with all deployed environment
