Design new deployment API that matches new approach

Current deployment API was designed in pre-0.5 era. It was slightly updated to work with 0.5 object model. That update was made with a goal to make as few changes as possible. But 0.5 object model is very different and old API doesn't allow clients to consume all capabilities of new object model. It has many things hardcoded and doesn't verifies object model at all. It is also slow and not implemented on PECAN according to late OpenStack standards.
