Advanced Network Defaults

For now advanced network default settings are configured in murano dashboard via setting.py file:

ADVANCED_NETWORKING_CONFIG = {
    'max_environments': 100,
    'max_hosts': 250,
    'env_ip_template': '10.0.0.0'
}

It looks strange because these settings are not related to dashboard, but relates to murano at all.

I suggest to remove this configuration section from dashboard and configure this parameters in murano (murano-api) instead so that dashboard could query these parameters from murano-api using it's API.
