Add the ability to specify url to tar.gz file with user-defined service

Murano allows to create new service with upload the file via WebUI, need also add the ability to specify url to this file.
User Story #1:
I'm user and I want to download new scripts and templates for my service, and I know the lint to the tar.gz file with scripts and templates.
I want to specify this URL in Murano WebUI and download this archive by this url, without local download on my personal host.
