Implement Ops Manager Application
We need to implement Pivotal Ops Manager App. Its idea is the following:
* Cloud-ready image of Pivotal Ops Manager is available by some URL
* Pivotal Ops Manager App during import from Community App Catalog downloads this image to Glance
* User configures required options for Pivotal Ops Manager (key-pair, network, etc) in UI when adding application to environment
* Application spawns VM with Pivotal Ops Manager image and configures required params (through cloud-init?)
* Shows the user the URL for Ops Manager when deployment completed.
