Build rpm for octane upgrade tool

Fuel-octane project is aimed to provide tools for upgrading OpenStack clusters managed by Fuel installer between major releases.
The 'octane' script is intended to run on the Fuel Master node and must be installed on it. We need to be able to build RPM in Fuel build infrastructure to properly package fuel-octane.
Fuel-octane is being developed in 'stackforge/
