Enable Heat Docker resource by default

MOX 2.3 already has Docker resource for Heat enabled by default. This feature is being forward-ported to MOX 3.0. At this moment Docker resource is not enabled in MOS. To avoid further differences between MOS and MOX, we're going to enable Docker resource by default in MOS 6.1.
This task requires a modification in heat RPM and DEB packages and additional package tests.
