Add and test Ironic and python-ironicclient packages

Dependencies must be resolved and added/built to the repositories.
Current design includes deployment of Ironic services on different nodes, so overall 4 packages should be created:
- ironic-common
- contains most of the Python code
- ironic-api
- depends on ironic-common, installs and starts Ironic API service
- ironic-conductor
- depends on ironic-common, installs and starts Ironic Conductor service
- depends on a TFTP server
- python-ironicclient - CLI/Python API interface for OpenStack baremetal service
