Windows development environment setup script

The aim of this blueprint is to offer to plugin developers working on windows an easy way to setup a development environment from an installed elisa, without requiring to download and install any additional components.

This would most likely be implemented in the form of a bat script that would set up the environment, extract the resources from eggs if needed and offer a ready to use command prompt to the developer.
