Remove Configuration from Debian

Currently the maven install target builds a Debian package that also has config in it.
We will keep the Debian build in the maven install target as TWC and others use this.
Remove the configuration that is currently in the Debian as this step is out of sync and not being maintained.
The Ansible installers are the primary supported mechanisms for installing and configuring Monasca.
