Add ability in monasca api to have read-only user

We have the 'agent' role that can push metrics but not read them, we'd like the opposite, where a user can have a read-only user role, but not have the abilty to POST (and eventually DELETE) metrics. This is useful for dashboard/operator users, but not monasca-admins.
