Register the UserID in the monasca-alarm

Make sure that the user_id coming from the Keystone authentication is added to the Monasca Alarm and update when there is a state change. In this way it is possible to provide a rudimental audit trail of the alarm and the actions that have been taken. It should also be possible to query by users and see which users have created or modified the alarms.
