Metric Name Resource

Currently, the Monasca UI retrieves and parses a list of metric definitions to find all unique metric names. The goal is to move this work from the client onto the API server. The new resource would be located at "/metrics/names" and would return a JSON list of unique metric names. The list would consist of metric name objects, each containing an ID and name field.
