log management/elk-stack integration

Extend the current Metric- and Event- management of Monasca with log management. The idea is to integrate the proven ELK-stack (Elasticsearch, Logstash and Kibana) into the Monasca architecture and to extend the agent.
Advantages of ELK integration into OpenStack could be:
- Out of the box support for OpenStack logs (nova,…)
- Multi-Tenancy.
- Alerting / Automation / Autoscaling
- Possible integration with other projects like Solum
- Combine different sources (metrics, events, logs) to detect problems, anomalies...
