Log file locations

Currently, the Monasca log files for all components are in /var/log/monasca.
This can create problems down the road when we have a large number of log files being tracked.
We will go with the proposal from Victor Munteanu which involves creating a separate directory for each component in Monasca as follows:

/var/log/monasca/agent/
/var/log/monasca/api/
/var/log/monasca/persister/
...

Note, Storm logs to /opt/storm and it would be really hard to change this. In the Ansible installer we will make a link to /var/log/storm.
