Cross-Tenant Log Submission

The OpenStack user should be able to access infrastructure logs relevant for his project. The possible use case would be to collect Neutron security group logs for a given project. The implementation should include the following:

* Log API should accept Tenant ID to post logs on behalf of as query parameter.
* Log API should check if predefined role 'monitoring-delegate' has been assigned for the sender.
* Log Agent should send Tenant ID to submit logs on behalf of.
