add download_file function in devstack plugin.sh

add download_file function in devstack plugin.sh,to avoid filedownloaded repeated.
when unstack the spark download dir is rm from fs,and file downloaded is removed
too. when start stack.sh ,the file is download again, so move spark download dir to
devstack default files dir to avoid the probem.
