Quotas Refactoring in Mogan

In Pike release, we have built the quota model in Mogan and supported quotas for some resources like servers and keypair.
In Queens, we still need some works to do to refactor our code to support more fine granularity.
The work list is below:
1. Add quota apis to set the quota limit of resources in Queens.
2. Support the flavor quota ref to cinder volume type quota.
3. Support the quota of server group in Mogan.
