Dashes Policy Change

Currently the dash '-' in uuids are being converted to underscores '_'. The was based on an earlier XMLbest practice guide. This is not common practice today and can lead to confusion when experienced XML experts look at CCDs and the RM. This blueprint proposes to use the dashes as well as replace the underscores throughout the model with the common use of dashes in element and attribute names.
