Add actions to expose OpenStack Barbican APIs

Adding actions for OpenStack Barbican APIs will allow a user to avoid passing / placing plain text passwords in the workflow.
A user will be able to create secrets in Barbican, and use the secret reference inside the Mistral workflow in order to retrieve the secret from Barbican when needed
