Mistral Worker HTTP Long Poll

Workers (arbitrary processes in a cloud) can use HTTP long poll to request Mistral for available actions. I.e. in this case Mistral services is in passive role since it does not signal to workers itself. In a number of scenarios it may be the only available way of distributing workflow actions across worker processes.
