"with-items" cardinality

It will be useful for certain use cases to configure 'with-items' cardinality (may not be the best term though).
For example, we need to create 20 VMs using 'with-items'. However, we'd like to consider task successful if at least 15 VMs were created successfully. So we can specify cardinality equal to 15.
