Mistral triggers functional tests

The new Mistral item was created - cron-triggers. Need to write CLI, API and client tests for triggers which make just a smoke verification that we really can create/delete/get triggers or that Mistral sends appropriate requests.
Also need to create more complex tests which will actually check work of triggers (create simple trigger with minimum delay) by viewing running executions. (it will be a part of other blueprint)
