Synchronized workflows

Some workflows may not be run with each other. Currently in Mistral there is no mechanism to pause/cancel one workflow when other starts.
The idea of this blueprint is to provide such mechanism, that would allow users to automatically pause/cancel ongoing workflow executions on starting another.
