Mistral non-openstack testing

Need to create suite of tests that will check Mistral in non-openstack mode (execution of special workflow). Existing test workbooks are not valid for this case, so, special workbooks have to be created.
These tests will run locally, like usual unit tests, but they should test Mistral at all (interaction of API and mistalclient, full execution of workbook)

This blueprint was already implemented, not by creating the new 'special' tests, but creating scripts, which turn off auth in tests and allows to run integration tests locally
