Mistral metrics collector API

This API allows interacting with Mistral metrics collector. It extends Mistral REST API and consists of following principal operations:
• Enable / disable metrics collector
• Get list of active flows / tasks with actual execution time
• Get flow / task history by workbook name / execution Id
• Get flow / tasks statistics (i.e. average execution time, rate of failures, etc.)
