We need to make Mistral work in HA in a stable manner:
* Design acceptance criterias
* Create tests to verify Mistral in HA (multiple engines, executors, apis)
* Make sure Mistral is stable in multi-node mode (no DB deadlocks etc.)
* Make sure that workflows keep running in case we add or remove any cluster nodes (api, engine or executor)
