Support Gnocchi actions in mistral

In the new version of the ceilometer(ocata), the Ceilometer API is deprecated. Use the APIs from Aodh (alarms), Gnocchi (metrics), and/or Panko (events). (from http://docs.openstack.org/developer/ceilometer/webapi/v2.html), So when the user uses gnocchi to store the monitoring data, The operations related to the monitoring data in our ceilometer action will not take effect. So we need to add gnocchi action.
