Static variables with global scope in workflow

Allow users to define static variables with global scope in a workflow. For static and commonly used variables such as endpoints, credentials and other contextual information such as project ID, etc, this minimizes the duplication of input mappings. This is burdensome for workflows with many subflows and subtasks.
