Mistral Server components HA & Scalability

We need that all Mistral components (specially engine and executor) are highly available and scalable so that we could run several processes and they can:
* Execute multiple workflow tasks in parallel
* Correct work with Rabbit Queue and take tasks from it after stopping (executors)

Implementing scalable Mistral Engine
Relevant test work was done: I've tested the Mistral work with few engines and few executors. All engines and executors worked as they were design. Tasks were paralleled and executed on different executors.Engines also divided there work.
