Dynamic Python Actions

We need to create an API endpoint that would allow to upload Python actions. The suggestion is to introduce two entities for that: source code and dynamic action. So we can first upload the action source code (that can potentially have not only the action source) and the action itself. This endpoint needs to be secured and accessible only for the admin role. By default, it should be completely disabled in the configuration.

In order to deliver this new type of actions to the system we also need to create the corresponding action provider and register it in the setup.cfg.
