Generic portal functionality to bootstrap useful bluebream Z3 portals

Bluebream makes no assumptions for the developer and therefore ships with minimal functionality. This imposes a great deal of work on the developer to get the basics functioning. Meteor Portal attempts to provide the developer a functional scaffolding that doesn't get in the way of the desired implementation.
