Add server-side Mistral bindings to Workbook Builder
Workbook Builder is totally independent for server-side Mistral as of now. As an MVP, Workbook Builder it should be able to create new workbooks, list and edit existing ones (for the beginning) - and pass all changes to the server-side Mistral app.
Besides this minimum functionality, for the purpose of fields autocompletion, it is very desirable to have server endpoint for getting all possible base actions + their parameters
