Buildbot config optimizations that save time and/or money on EC2

1) Keep a shared bzr repo on master and ftp it as tar to slaves that need it. (Use internal hostname.) 2) Use t1.micro hosts as much as possible (we only use m1.large because the initial bzr branch needs 800 meg RAM).
