MAC address tracking and assignment

Melange needs to add the ability to assign and track MAC addresses so that they can be unique in multi-zone and multi-service cloud implementations where networks can span across these zones/services.

Melange should be able to track blocks of MAC address ranges similar to what is done for IP blocks. It needs to support the allocation and deallocation of addresses.
