Design and implement Arduino shield for filtering switch inputs

Shields are additional hardware attached to Arduino boards. This shield will be used to prepare (filter, debounce) switch inputs from the wheelchair so the Arduino board can read them properly.
Since we are using the standard Arduino board and not the ArduinoBT, the shield also needs a bluetooth module implementing the required wireless serial port.
