When masakari-hostmonitor triggers one "STARTED" "COMPUTE_HOST" notification, it means the host just restored from a failure scenario, and it could works as one normal host.

It should clear "on_maintenance" flag and enable nova-compute service or migrate back the instances evacuated in the recovery workflow, if it can works as one normal host.
