evacuate instances in order when host failure

If one compute node failed, the instance-HA will evacuate instances from the failure node.
Generally, the compute resource is decreased when one or more compute nodes fail. what is worse, there would not be enough resource to evacuate the instances from the failure nodes. In such case, we need to firstly evacuate the most important and highest valuable instances to the users.
