Implement a standard way of designing, launching, and control of widges

As it stands neither GDesklets or Screenlets offer viable solutions as they are both either clunky to use, buggy, or lack aesthetic cohesiveness.

So, I suggest that Marlin implement a widget layer to the desktop that is A) easy to write widgets for, and B) Offers a fairly detailed level of control over behavior and theming.
