Dynamic Stats for Shards

Expose an admin endpoint:

/v1.1/shards/stats

That informs users about the state of the sharding subsystem. This would include information like:

* # of registered shards
* Shard types (mongo, redis, sql, etc.)
* Shard liveness

Should probably support ?detailed=True.
