Messages routing support

Add support for messages routing to the API. A couple of things should be available:
1) A simple way to post a message to multiple queues
2) A more complex routing based on project, QoS params and rules.
This implementation needs to verify that:
1) Queue's belong to the project
NOTE: This should include and/or build on a generic filter/hook pipeline that can be used for custom plugins by operators.
