Add basic support for per-tenant quotas on number of queues and number of messages per queue. Need to make enforcement very fast. Default values should be very reasonable (100,000 queues, 10 million messages/queue?)

For the first stage, I would like to see a limit for the total messages in queue which could be useful for public cloud. And yes, another limit is for the queue number.
