Add error codes to exception messages and HTTP error responses

Error codes in exception messages and HTTP error status response bodies to make them more googleable and so that control surfaces can translate them to something more user-friendly/put into laymens terms and lookup associated KB articles, etc.).
This is particularly important when i18n translations come online; searching by error code will return a better pool of wep page results for users.
