Add support for distributed locks based on tooz abstraction layer [1] that allows for deployment of a DLM such as zookeeper[2]. Configuration options enable selection of the coordination service. Local file locks are the default so that simpler deployments are not forced to run a DLM. This default also enables incremental change of the codebase by substitution of tooz synchronization decorators for manila.utils or oslo_concurrenc
