Rationalize Storage Protocol support in configuration, the API and driver implementation

As an OpenStack administrator, I want to be able to specify exactly what storage protocols are enabled on my cloud per storage backend, and allow share creation only based off those protocols.

As an end-user, I want to know what protocols are supported on a Manila offering so that I don't get spurious errors when attempting to create shares of protocols that don't exist on the cloud.

As an OpenStack dashboard developer, I want to query manila to list what protocols are allowed before populating the protocols that end users can create shares of

As a backend storage driver maintainer, I find it hard to understand how to implement my driver to support multiple protocols (Should I report NFS_CIFS or CIFS_NFS or NFS_CEPHFS or CEPHFS_CIFS etc)
