Allow tagging AZ support within share types

Share types match one or more storage back ends. They are user visible ways to steer workloads to desirable back ends. This steering is done in terms of "capabilities" of back ends, and their correlation with "extra-specs" on the share types.

This blueprint is to allow setting "availability_zones" as a user-visible optional extra-spec on share types so that the API can fail fast if a share type is not supported within the AZ requested for a share.
